The seeds have soaked for the past 24hours, so I'm rushing to plant these. I've done some reading, and it's seems to be suggested *not* to plant seeds after or during rainfall because fungus may grow! Is this true, or does it really matter with Morning Glory seeds?

I think you will have a hard time getting them NOT to grow, but that may be the morning glories we have here. The neighbor grew them, and 3 years later we still find them popping up randomly all over our back "yard"

I agree that it is hard to imagine morning glories NOT growing. We also have a neighbor who planted some and I'm constantly pulling them out from May until October. They are insidious and indestructible.
