I'm seeing this more and more frequently and I get the feeling that the distributors either no longer care about these types of opportunistic pricing practices or that they're so busy focusing on expansion, they no longer have the resources to police them.

The only reason why I said this is because they dole stuff like Weller 12 out like gold to independent retailers, which I'm sure you're aware of. Most single store operators may get three bottles, some one bottle, of highly allocated items, so they are already really controlling what they can get. If I was that guy, I wouldn't have that on display, but have it under the counter for when people inquire, which is how most of the trophy items are handled.
Distilleries/wineries/wholesalers really dislike retailers and consumers who are making crazy markups. I know some CA wineries cut people from their mailing lists if they see any ads of people on the lists reselling for markups. Their products benefit from the high gray market pricing, but...
